Wales's new Bag Tax / Levy

From 1st October all shops in Wales will be required to introduce a 5p charge for bags which is intended to reduce litter, starting in Wales. Small shops with less than 10 employees will not need to keep records for the carrier bag levy being introduced in the autumn.

As an attempt to cut down on the ‘excessive’ number of bags handed out, businesses will need to keep a record of the number of bags issued and account for how the proceeds from the carrier bag levy are used.

The Welsh Government says it listened to small business concerns about the administrative burden of the scheme and agreed to exempt them from keeping the records but they will be legally required to pass the money on to environmental causes or charities.

Environment Minister John Griffiths said:

“I'm sure they will still be asked by their customers what they have done with the proceeds of the charge and they themselves will want to inform their customers what they have done with the money, the good causes that they have supported.”

Mr Griffiths suggested shops should collect the levy on a tin on the counter, like a charity box.
As a shop owner or a customer, how do you feel about the carrier bag levy?

This whole hoo ha about bags is such b****cks. If you are buying more than 2 or 3 items, you will still want to use some means to carry them home or to your car. What's the real issue here? If it's something to do with environmental issues (a.k.a. politics) then the cause of the problem needs to be addressed - it's not the bag that's the issue because these can be made from alternative eco friendly materials. All this is, is blame shifting. The goods manufacturers could redesign their packaging, but that would probably create a carbon footprint in the process! The countrys' educators have a part to play too - why do some people in our communities think that it's OK to discard litter in the streets / on the beaches / in the countryside.
I say, let the shops and supermarkets continue to hand out plastic bags freely. They come in damn useful as bin liners for my waste bin in my kitchen - also saves me from having to buy extra bags for the same purpose.

For a lot of items not a problem and i already feel "guilty" when i nip into the local coop for a few bits without a bag, but for customers buying clothing in particular reusing bag which could have food etc on it could ruin items - maybe making more customers bringing them back because "they've found a mark on it when they've got it home...how do you proof it wasn't there when they bought it?? Otherwise agree we use far too many.

Does this apply to paper carriers??

Solution is simple, charge the levy direct at manufacture source (bag tax) and use the income to clean the streets etc. Simples!
